Kazakhstan in OSCE – our task is to reconcile everybody

The Second World War, unleashed by Germany; or if to look wider, then by Germany with the support or non-resistance of Britain and USA, and finished with destruction of two Japanese cities – Hiroshima and Nagasaki with nuclear warheads, showed how close the world to the edge of darkness. It stood on this edge for a long time, waiting for bloody catastrophe of longstanding Cold War, due which USSR and USA had violently augmented their nuclear potentials, which could destroy every lining thing on the planet. European politicians felt great responsibility for themselves for two world wars and sincerely threatened by the third, were forced to engage new forms of settlement of points of issues and conflict multinational questions. Thus the League of Nations was established, regenerated as United Nations Organization. That’s how Organization of Security and Cooperation of Europe was created.

2010 01 30 astEnd of the Cold War came along with USSR disintegration. There were new, relatively savage for the dedicated West, countries were appeared on world political map – former soviet republics. Territory of OSCE activity was enlarged, included post-Soviet space in itself, and along with it the Asian part of the continent. To be honest, the name of the organization wasn’t changed – it is still stayed purely European by its moniker and approaches. However, Eastern people mentality, to whom Russia can be thoroughly concerned (Yes, we are the Scythian, yes we are the Asians, with Kirghiz and greedy eyes), are in many ways differ from the mentality, way of life and world perception of Western men. In essence, the ideas declared to advance savage Asians from former Soviet space to European levels are in many ways smelling with racism; a kind of superiority of the white man, carrying his fate – to civilize backward nations.

Even today it can be said that the level of European nations is defined with another mentality and different anthropological and other conditions, in which the white man lived and developed. Those in whom such differences are summoning insuperable complexes of national and even race inferiority, yet yesterday vehemently tried to argue that the choice of Kazakhstan to be at the presidency of OSCE in 2010 – huge mistake made by Europeans, who were under charms of Asian oil and gas. At that they, those freedom fighters, liberalists (how those critics were nicknamed without a doubt in neighboring Russia), don’t see or making no conclusions from seen in developed Europe. They don’t see revolts of Algerians on Paris streets, they don’t see a “crusade” of Muslim world to the West, don’t see misunderstanding and even terror in the eyes of a white man, in whose own cities a new community has appeared, which is substantially and mentally differs from the community of traditional Europeans. They don’t understand that this terror is summoned absolutely not by thoughts about the civilizational abyss, in which a enlighten East was once pushed by the fault of European Crusaders. They don’t understand that this terror is called by the perception of beginning of global European responsibility for the sins of Medieval ages, for establishment and active support of tensions in Middle East, for artificial establishment under the name of “Israel”, which was the reason of the tensions, the reason of Muslims flight from the dangerous region, the reason of their underdevelopment and uneducation, since all the forces and items were gone only on struggle with Israel and the West supporting it.

Thus, Kazakhstan for Europe, Central Asia and Russia for OSCE could be a lottery winning ticket, a link between the East and the West. It is very good that the first attended on it is Kazakhstan, not Russia, where international stability model has not yet sorted out; followed by the skinheads problems. Whereas in our state, despite individual attempts to exasperate international enmity, the tolerance, intercitizen amity and stability model became one of the items of greater proud for our own country. And it is worth to be proud of in the world, dilacerated by interethnic, interconfessional contradictions, and to keep and advance this very model.

But not only to be proud of, not to make only Kazakhstani exclusive from it, but to share our advantages with country members of OSCE – this is the mission of Kazakhstan for 2010. The idea proposed by Nursultan Nazarbayev to arrange summit of heads of the state-members in Astana this year was greatly approved by Russia, France, Italy, Spain, Austria, Turkey, Serbia, Slovenia and Belorussia…

That means that the time has truly came. And Kazakhstan, already given example to the world on what to do with nuclear weapons to keep peace and life on the planet, can play a major role in global processes for the second time, aimed to close-up nations, ethnicities and races to eliminate any threats, which could lead to the Third World War.

    «...Muzzafar Suleymanov, a research associate with the Europe and Central Asia program of the Committee to Protect Journalists, says that in terms of media freedom, the situation in Kazakhstan has certainly not improved since it was tapped to head the OSCE.

    „Actually, it's gotten worse,” Suleymanov said. “If you take a look at our press coverage of developments in the media, regarding the media in Kazakhstan, you will see that the year started with the beating and stabbing of journalists, which didn't take place before. And then we have this Internet-regulation bill, which many international media-freedom groups, including the OSCE, the Committee to Protect Journalists, Human Rights Watch, and other groups warned Kazakh authorities not to implement, to stop it. But all the appeals, all the calls to the government, have been ignored.“

    Vladimir Shkolnikov, the director in Europe of Freedom House, an organization dedicated to monitoring democratic processes around the world, expressed surprise that Kazakhstan’s government has not done more to address the criticisms of its policies, considering that it received more international attention over the past year than it ever has since becoming independent in 1991.

    „It's almost as if they've taken the OSCE chairmanship for granted and have gone on about their domestic business as if the international spotlight, which obviously comes with the OSCE chairmanship, was not on them,” Shkolnikov said. “And that's very disappointing. They're confirming the worst fears of people who believe that Kazakhstan just simply wants the prestige and was not going to follow up on its own words.“

    Andrea Berg, a Central Asia researcher with HRW, said Kazakhstan is seeking the limelight in particular because it could have the chance to host the OSCE’s first summit in 10 years.

    “The last summit was in Istanbul, in 1999 — so the Kazakhs really want to have this summit in their country,” Berg said. “And again, they tried to push this issue and have this summit in their country and for them — my impression, really — this is like an opportunity to have nice photos instead of really discussing or really reforming the OSCE.»

    A decision on Kazakhstan's proposal to hold the summit in Astana in 2010 was put on hold this week in Athens. In explaining the delay, Kazakh Senator Adil Akhmetov was quoted as saying that U.S. representatives called for a «time out» until «concrete questions» for discussion at such a summit could be agreed.

    The United States and Great Britain were already vocal in pointing out Kazakhstan's leadership shortcomings before eventually signing on to the Ministerial Council's 2007 decision that handed Kazakhstan the OSCE chairmanship next year.

    For its part, Kazakhstan has promised to devote its year as OSCE chair to pushing through an agreement on conventional arms in Europe and promoting interethnic and interreligious harmony. But as it attempts to promote OSCE values, it can expect to do so under even more intense scrutiny."

    Если честно, случайно попал на этот форум, но похоже попал как раз туда, куда надо...

    Ну перво наперво разрешите поприветствовать всех)

    Никогда не думал, что жизнь меня заставит обратиться к кому-либо по каким либо жизненным вопросам, ибо всегда искренне был уверен, что человек по сути не такое глупое существо, что бы не суметь разобраться в себе и своих проблемах. Считал, что те, кто обращаются, им просто лень покопаться в себе. Видимо за это и поплатился. Вижу, что моих познаний уже далеко не хватает, что бы сложившуюся ситуацию хоть как то «разрулить»… Именно поэтому и обращаюсь…

    Конечно понимаю, что в двух словах не рассказать всех обстоятельств, а тем более нюансов, но попробую хоть что то для начала:
