Dzhakishev – manager of uranium sell out

Genius and villain are incompatible, thought one character. Genius and villainy are combinable and containable in one single head. Be able to create an impression, carry along, and use a backdoor in state’s asset management – in such things Mukhtar Dzhakishev was an ace. Permission is given by an administration; money is carrying by national company Kazatomprom. There were opinions in press, that Kazatomprom Company became Kazuraniummining. To be exact, became in Kazuraniumsales and Kazuraniumoutgiving. Grabbers of budget money cannot hold a candle to trained, foreign language knowing top managers. Top managers in a line of peculators of the government property is a danger to national security.

Thanks Allah and efforts of interested society Kazatomprom didn’t became Kazuranimport Company in the hands of Dzhakishev. Just a few years ago actual sufferer tried to sure society of the republic in profitability of transformation into radioactive scrap yard country. His argument – “we will make money”. Ones could make billions, and the others would live not far from nuclear industry waste. We’ve heard enough. Incidentally, some of the present sympathizers of Mukhtar Dzhakishev were his opponents then and voted against import of foreign nuclear waste. But how short human memory is!

Indicators of Kazatomprom were boosting spirits, the income were higher than normal. Mighty peaceful atom was surrounded by clouds of exciting nebula and charm of genius human mind, finding out secrets of material. Such an idyllic picture. Dzhakishev has never managed to become a maestro of nuclear industry, and never could. Behind satisfactory indicative reports an unpleasant truth of sell out of bowels was hiding. Bowels, as we know, are belonging to the government and people, but not to a company. Money is belonging to those who develops these bowels. This fact was understood and developed in his business by Mukhtar Dzhakishev with methodicalness of a man of purpose. Oil and gas people are nowhere near to him. In one of the interviews runaway banker Mukhtar Ablyazov admired by Mukhtar Dzhakishev: “…but the mose exciting thing was that you could call Mukhtar Dzhakishev on 1AM, and he was at work by this time. I have always asked him “I’m wirking in private company, I’m working for myself. You are working in state owned company, so why do you work so much?” And he answered following “You know, it is very interesting to make worldwide leader from bankrupt company, which is not only mining uran, but making more complicated products” [Aset Mataev. In most courageous dreams it is hard to imagine Dzhakishev in a role of creator of worldwide leadership of Kazatomprom. Mukhtar Dzhakishev dodged Mukhtar Ablyazov? Or Mr. Ablyazov slightly changed words? There no APS in the structure of Kazatomprom. It is known that electric energy was, is, and will be final product of nuclear industry. Kazatomprom repeated the scheme of production of oilmen, gasmen and metallurgy men of the country – to extract crude material from bowels, carry to a half-product condition and then sell abroad. And talk about making of more complicated products is just strengthening of company role as the maker of half-products with all attention to foreign buyers’ opinions. But as distinct from oilmen, gasmen, metalsmen Mr. Dzhakishev was not satisfied by the fact of making half-products. He created image of doer of complicating nuclear chain of Kazatomprom. And it is close to manipulations of public opinion. Sure, how people unfamiliar to nuclear technologies, that so-called “pills” are half-product on demand of foreign makers of the final product – electrical energy. And they, companies of Russia, Ukraine, China and in perspective Japan and France, gained technological advantages and main profit from using Kazakhstani uranium materials. All left to Kazakhstan is waste.

What exactly changed in Kazatomprom in time of Mukhtar Dzhakishev? No new deposits were discovered. Explored fields of uranium were discovered in Soviet days. No new facilities were built. Support and hope of the industry is, same as ten and twenty years ago, Ulbinsk metallurgical complex and several deposits. Effectiveness of Dzhakishev as the manager was in only one thing – optimization of some expenses. And growth of income and other is explaining by fortunate conjuncture.

Initially society was shocked by the fact of accusations in address of the top manager. After first emotional puzzlement “What in the world happened?” and particular votes in favour of intrigues and political order, more reasonable articles appeared. Natalya Golovina noted: “Development of Kazatomprom and more over general growth of company’s income can be explained banally simple: price on uranium on global markets grew up. More of it, analysts are predicting stabile growth in prices and uncalm demand on the markets. To sell something in requisition it is not necessary to be a genius manager. More of it, when buyer actually coming to seller by himself and begging to sell. And since 1999, when limitations of US and EU to import Kazakhstani uranium were removed, Kazatomprom could enter literally on any market, where it would be received with open arms. Ms. Golovina drew the conclusion “However much we could believe to oppositional press, we couldn’t disagree, that high trust, given by the government to this man, remained unjustified. Sadly, but his assignment on the head of nuclear company post, appeared to be such thing, which is called by people “they have set the wolf to keep the sheep”. It is quite possible that this man worked not bad and successful really, but not for the benefit of our state.”

It is not worth to find political contract, if it is not there. The name of top manager Dzhakishev is very familiar to the public, his accusation and starting the case of Dzhakishev could not have anything but huge social resonance. Observations and conclusions of Vassily Kreitzman are hitting the target: in my opinion, that Dzhakishev case gained such huge public attention by two reasons: he is indeed one of the most educated and qualified managers of RK, and secondly, that financial hole, which appeared in Kazatomprom, was such huge, that provoked extremely hard reaction on very top. If the scales would be less, then most likely they could try to close the case…

I suggest that Dzhakishev case is not the last in line, but indeed most publicized. Can the president of Kazakhstan clearly explain to new generation of businessmen, what is good and what is bad – is hard to tell yet. Because big money is always a big seduction. However, as a matter of fact, it is horriblу shame, that generation of 00’s yet didn’t utilized its historical chance, using those knowledge, skills and resources, which were gained in so-called fat years to accomplish some system tasks; even though transforming an entrusted industry from traditional feeding to competent, modern, high technological structure, built by transparent and clear rules of corporate behavior [Kazakhstan of 2009: children of crude gods, IA-Centr.RU]

The questions about what will happen with the industry after Dzhakishev yet remained without the answer. There’s no lack in versions. Ones are predicting strengthen of the Russian influence, others were scaring with breaking contracts of Kazatomprom. Neither first nor second suggestions never proved true. What top manager can say in court in his excuse: children are insufficient for milk? Not funny and not serious. That he stripped assets in better places to prevent others stealing? But in whose profit and on whose account?
