The “Reset”

The word «Reset» recently brought into common use by Joe Biden — vice-president of the United States of America, soon became very popular.

The «Reset» is widely used by computer users, but in the last time it is also used by politics. Joe Biden and after him Hilary Clinton by using this word have meant the «Reset» of relations between Russia and Unites States of America. But this expression could be also used in many others spheres of the social live. The relations between the authorities and opposition, elite and the masses also need a «Reset». The global economic crisis reveals all that was shyly hushed up during the «full years». But in the mean time the future of the country depends just on this hushed up factors. In the first place it is the question of the political reform and as the consequence — the «Reset» of personnel. The crisis made us understand that the state of public opinion is very critical and that any day now this state could detonate if we don't bring it under control.

The time when the oil prices were high and the Republic got very big money got us accustomed to this order of things. The people live in themselves, the authorities in themselves. During the time of «wild capitalism» the new rich made a lot of money and shut themselves off from the people with big fences. The society was overwhelmed with the wave of consumption, and behind all this very few people could notice the beginnings of things, which could expand and have grave consequences. We have already young people who know nothing about the Soviet Union. These 18-20 years old have had quite other examples, so it is no wonder that they also want to drive Hummers, live luxurious mansions behind the high fences, spend their holidays on health resorts and so on. They are not visible yet, but it is the question of time, because everybody wants changes, even if they are on various sides. They want all sorts of changes, from political changes till changes in personnel.

The changes in personnel are first-priority. Without being noticed a new generation, which has received a higher education abroad, knows few languages and pretends to get high places in political hierarchy has appeared. For the time being very few from these young people show their's worth, but this tendency is growing very fast. The last elections to the local Maslikhats have shown how the children of high-ranking former and serving functionaries have tried to obtain the posts. These young people aren't simply going to follow their parents, but to introduce some new technologies, some new views into the actual life. And this is already interesting. It isn't so important they are the children of «high» parents (though it is important from the sociological point of view), but that they embody just a new generation. This generation demands a political reform, because it doesn't want to live as it lives today. After having lived and learned abroad, they want to have democratic freedoms in their country. Other young people, who have no opportunity to study or to live abroad (in Germany or United States of America) also want things to be changed. If they don't get these changes, the actual situation could get out of control.

For the time being the situation is quiet because of the inertia of the past economic growth. Not everybody understands that the «full years» have finished and now it's time to change the priorities and to build just new relations. But the young people clearly understand it. And if a new young leader appears, nobody knows, what would be with the «agashkas», who haven't transformed to the prosperous Republic with democratic regime a country, which has a full periodic table in its mineral wealth.

«Our hearts demand changes» sang the idol of young people V.Coy. The today's young people also demand it. The imitation of wide activities, which could be everywhere seen by young people, should be replaced with real acts. The country needs an innovative way of development — this is also the President's thesis. But in order to introduce new technologies the new personnel should be created. These personnel have been already created. Now it is very important to find them and to charge them with work in different spheres of social life. Until recently the authorities have nothing to worry about. The global economic crisis has shown the fragility of all the system. The vaunted banking system is crumbling now in front of our eyes just because her activity was in principle imitating. The today's system demands an effective administration, effective technologies and unconventionally thinking people. Only in this case we could join the ranks of the 50 world's competitive countries. Still the President of the Republic is popular among the people, still the authority of the Power is rather high, we should decide to make a «Reset». In this case it should pass without any heavy consequences. The new personnel would provide the efficient «Reset» of the political system. In all other cases the law and order in the country are under the threat...
